Mark J. Robertson

Mark J. Robertson serves as Special Counsel in Kasowitz’s Government Affairs and Strategic Counsel group, where he represents clients in an array of government regulatory, enforcement, and public policy matters, and advises clients with interests arising from national security and homeland security efforts. 

Mr. Robertson has extensive knowledge in the homeland security technology sector, having served in several senior positions within the Department of Homeland Security.  There, he provided legal and policy guidance on issues arising throughout the department, particularly with matters involving the procurement of homeland security technology, the protection of critical infrastructure and key resources, transportation and cargo security, cybersecurity, chemical security, emergency preparedness and incident response, biodefense, and SAFETY Act liability protection.  Mr. Robertson served as Chief of Staff to the Department’s General Counsel, where he assisted in managing and overseeing the operations of the 1,500-lawyer Office of the General Counsel.  He simultaneously served as the Associate General Counsel for Science and Technology, where he provided legal and policy advice concerning the Department’s research and development efforts focused on countering chemical, biological, radiological and nuclear threats, as well as the dangers of infectious disease.  In this capacity, Mr. Robertson oversaw the Department’s contracting with the private sector, academia, and the Department of Energy’s National Laboratories, as well as the activities of the Homeland Security Advanced Research Projects Agency (HSARPA).

Mr. Robertson played a central role in the development of the final regulations implementing the Support Anti-Terrorism by Fostering Effective Technologies Act of 2002 (the SAFETY Act). 

Mr. Robertson regularly addresses homeland security issues and serves as an adjunct professor with The George Washington University Law School.  He has been recognized as a Client Service All-Star by The BTI Consulting Group, an annual list recognizing leading law firms and attorneys identified by corporate counsel as delivering superior client service.
